I, Tom Foley, Chairman of the First District Republican Committee, do hereby issue a CALL for a regular meeting of the First District Committee for Friday, March 19, 2010, at 7:30 p.m. Lowerys Seafood Restaurant, 528 Church Street, Tappahannock VA for handling such pertinent business as shall come forth.

OFFICIAL CALL
Biennial Convention of the 1st Congressional District
of the Republican Party of Virginia
Location: Caroline County High School, or its alternative location
May 15, 2010 at, at 1:00 p.m. local time
As Chairman of the 1st Congressional District of the Republican Party of Virginia and pursuant to the Plan of Organization and as recommended and directed by the District Committee, I, Thomas Foley, do hereby issue this Call for a District Convention to be held at Caroline County High School, 19155 Rogers Clark, Millford VA 22514, or its alternate site, starting at 1:00 p.m., with registration beginning at 11:00 a.m., local time on May 15, 2010 for the following purposes:
Elect a 1st District Chairman; and
Transact such other business as may properly come before the convention.
Qualifications for Participation
All legal and qualified voters of the 1st Congressional District under the laws of the Commonwealth of Virginia, regardless of race, religion, national origin or sex, who are in accord with the principles of the Republican Party and who, if requested, express in open meeting either orally or in writing as may be required, their intent to support all of its nominees for public office in the ensuing election, may participate as members of the Republican Party of Virginia in its mass meetings, party canvasses, conventions or primaries encompassing their respective election districts.
In addition to the foregoing, to be in accord with the principles of the Republican Party, unless otherwise stipulated by the appropriate Official Committee, a person otherwise qualified hereunder shall not have participated in Virginia in the nomination process of a party other than the Republican Party after March 1, 2004, or in the last five years, whichever is more recent.
A single exception to the above paragraph shall be approved for a voter that renounces affiliation with any other party in writing, and who expresses in writing that he/she is in accord with the principles of the Republican Party and intends, at the time of the writing, to support the nominees of the Republican Party in the future. Any voter that utilizes the foregoing exception, and thereafter participates in the nomination process of a party other than the Republican Party, shall not have the benefit of this exception thereafter.
A person who has made application for registration and meets all other requirements of the Qualifications for Participation, but whose name does not appear on the local registration books solely because of the books having been closed in connection with a local election, will nevertheless be deemed a legal and qualified voter.
The selection and certification of a delegate by the Official Committee that is qualified pursuant to the first paragraph shall be adequate proof that the Official Committee stipulated that the more restrictive qualification requirements were not to be used in the selection of its delegates.
Composition of Convention
The District Convention shall be composed of delegates and alternate delegates from the respective cities and counties (units) that they represent. Representation shall be based on a percentage of the total number of Republican votes cast in each county and city in the last Gubernatorial and Presidential election combined. Each unit is allowed one (1) Delegate vote for each 500 Republican votes cast or major portion thereof. Each unit shall be entitled to at least one (1) Delegate vote. The delegates and alternates shall be elected in their respective county and city mass meetings, party canvasses or conventions that shall be called for this purpose in conformity with the Plan of Organization of the Republican Party of Virginia by each unit committee.
Certification of Delegates
The delegates present in a given delegation shall designate which alternate delegates shall vote in the place of an absent delegate except where the electing body electing the delegates has determined another method of alternate delegate selection. The said delegates and alternate delegates to the District Convention so elected shall be certified in writing with their respective names and addresses including zip codes (and email addresses optional) over the signatures of the permanent chairman and permanent secretary of the unit mass meeting or convention, or of the unit chairman of the unit committee which may have conducted a party canvass to select the delegates and alternate delegates.
ALL CERTIFICATIONS, REGARDLESS OF THE DATE OF LOCAL MASS MEETING, PARTY CANVASS OR CONVENTION must be delivered to the District Chairman and District Secretary by mail, Email, or hand on or prior to 5:00 p.m., May 1, 2010. After the filing deadline of the certification, no change may be made except a certified alternate may be made a delegate. A copy of the published call of the convention, mass meeting or party canvass called for the purpose of selecting delegates and alternate delegates to said convention, must accompany the certification with the date of publication included. A delegate or alternate is not certified until his name, address and phone number has been provided on the certification. Email, social security number, and other information is helpful, but not required.
Registration
There will be no registration fee to participate in this convention. A contribution of $10 is requested. All participants will be asked for a photo ID at the time of registration.
Candidate Filing Requirements
Candidates at said Convention for the Republican nominations for the District Chairman shall file the specified Candidate Pre-Filing form for the specified office by mail, Email, or in person, to Nan Rothfuss, Secretary, at the address listed above. All Pre-Filing forms must be received by mail, Email, or hand not later than 5:00 p.m., February 8, 2010. The District Committee has imposed a $500.00 candidate filing fee.
If only one candidate files for the District Chairman position, that person will be declared the First District Chairman, and no Convention will be held. Filing fees will not be returned. Unit chairmen will be notified of such, in order to plan their Mass Meetings, Conventions, or Canvases.
Resolutions Filing Requirements
All Resolutions proposed for consideration at this Convention must be presented to Nan Rothfuss, Secretary, by mail, Email, or hand to the addresses listed above no later than 5:00 p.m., May 1, 2010.
